Even locally, the incentives aren’t very appealing. Some counties, like Santa Clara County and San Francisco, offer rebates, but many other counties and water districts don’t offer any incentives at all.

According to the University of California Division of Agriculture and Natural Resources, watering your yard accounts for about 50% of annual residential water consumption across the entire state.
Experts believe that during a drought, we could use that water much better. Justin Burks, a water conservation specialist at Valley Water, said, “Our plants don’t need drinking water.”
Success Stories
A 2012 study by Greywater Action, a Bay Area-based advocacy group, showed that homes in the Bay Area and Monterey County that installed greywater systems reduced their daily water consumption by about 17 gallons per person. That could mean an average household saves about 14,500 gallons each year.

Khosrowshahi Asl noted that the most successful greywater efforts use biodegradable or greywater-friendly detergent. Most people used it. She said, “You don’t need to add fertilizers anymore. Just the detergent itself and the things that are in the clothes add the nutrients to the soil.”
History of Greywater Systems
For many years, reusing greywater was illegal in California because people considered it the same as blackwater, which is wastewater from toilets.
Things started to change in the 1990s when California legally updated its plumbing code to allow greywater reuse. Still, there were several restrictions on what that could look like.
In 2009, California allowed simpler greywater systems to be installed without a permit, as long as certain requirements were met. These systems became more accessible, according to Laura Allen, a founding member of Greywater Action who has worked on this issue for decades.

A lack of knowledge is one of the main reasons more Californians, and people worldwide, aren’t using greywater systems. They don’t even know it’s an option. Greywater systems are less obvious than, say, solar panels on roofs. So, most people don’t talk about them with their neighbors.
